VACANCY
Background:
The Government of the
Kingdom of Lesotho (GOL) in partnership with the African
Development Bank (ADB) have a development project with
elements of civil works, capacity building and technical
assistance called Health VI. The main objective of Health
VI is to support the Health Sector Reform Programs through
strengthening Social Welfare and Mental Care Delivery at the
community, district and central levels. The project works
through four components that are Social Services
Development, Strengthening the Mental Care Referral System,
Human Resources Development and Program Management. To
achieve the objectives, a technical assistant is required
under the Human Resource Department.

Position:
Human Resource Planner
Objective:
The objective of this
position is to identify a Human
Resource Planner whose role will be to implement the
Human Resource Strategic Plan 2005-2025.
Tasks:
The tasks for the Human
Resources Planner are as follows:
1.
To establish the human resource needs for health and welfare
in the country. This will entail undertaking the following:
-
Establishing a sustainable method of conducting research
on human resources requirements of the health sector in
accordance with government priorities.
-
Designing and implement a system that detects internal
and external factors that could affect the work health
personnel perform and skills needed.
-
Designing and implementing a system for monitoring the
external environment that would assist in the
forecasting of the health personnel requirements.
-
Establishing methods for
forecasting future health sector personnel supply and
requirements.
-
Strengthening the
National Health Training College( NHTC)
2. To
plan for the changing human resource requirements of the
country to meet the MOHSW objectives. This will require the
following:
-
Establishing and
implementing a system of planning to meet the MOHSW
human resources requirements of the country, aligned
with the Public Sector
Improvement Reforms.
3.
To advise on a relevant organizational design for the MOHSW.
The following will be undertaken in pursuance of this
objective:

Reviewing the organizational structure of the MOHSW
annually, taking into consideration the developments in
health, welfare and the public service generally, and make
proposals for any changes if appropriate.
·
Designing the process and procedure for submission for
potential changes to organizational design from heads of
departments and district health officers.
·
Ensuring that proposed changes are analyzed from a
management and organizational development perspective and
that all relevant parties are consulted.
4.
To ensure that the official organizational design of the
MOHSW is kept up to date and communicated to all personnel.
This will entail the following:
·
Designing the procedure for recording the approved
organisational changes and that the official organisational
structure and function allocations are kept up to date.
·
Ensuring that approved organisational changes are
systematically effected.
·
Ensuring that the current organisational structure is
effectively communicated to all role players.
·
Analysing jobs and conducting work studies in order to
determine workloads and the skills mix required for health
and welfare service delivery.
·
Developing appropriate job analysis methods in order to
ensure efficiency and effectiveness of the health and
welfare sector.
·
Developing, implementing and managing a skills inventory for
the efficient performance of health and social welfare.
(Information
Services section will maintain the skills data base to aid
human resource planners to forecast human resource needs and
model possible effects of changes in HR policies and
programmes). This model to be linked with the Ministries of
Public Service and Finance and Developing Planning.

Developing workload markers and compare workloads for
different cadres in order to recommend staffing levels
(creation and abolition of posts).
5.
To conduct routine and regular human resources audits.
·
Developing a process and the procedures for conducting HR
audits with the aim of ensuring compliance and adherence to
prescribed human resources practice in the MOHSW.
·
Ensuring that HR audits are conducted in a timely and
systematically manner and that the results are disseminated
to relevant stakeholders.
·
Establishing a method of examining the strengths and
weaknesses of the HRD and make recommendations to improve HR
management in MOHSW.
Duration:
Two (2) year contract.
Requirements:
(a) Academic
Qualifications:
The incumbent should be a
holder of a post graduate degree in Human Resource
Management Planning. Extensive work experience of at least
5 years in the area of Human Resource Management Planning is
a pre-requisite. Experience of having worked in Sub-Sahara
Africa is an added advantage.
(b) Person
Specification:
Due to the nature of the job
the person that is suitable for this position should be
mature and be willing to pass on skills to the personnel
working and interacting with him/her. The person should be
able to work under pressure. The position requires
that the person has good communication skills, be a good
listener, with excellent writing skills to enable him/her to
produce high quality documents. The person should
be articulate in English and be willing to learn Basic
Sesotho. The incumbent should be willing and able to work
with people of multi-cultural backgrounds.
Remuneration:
The remuneration for this
position will be commensurate with the relevant
qualifications and experience.

Job Title:
System Support Officer (SSO)
Responsible

Objectives of the
post:

To plan and design appropriate
network for the Ministry of Health and Social Welfare

To develop and enhance relevant
standards, procedures and guidelines for maintenance of
an effective network in the MOHSW

To provide regular network hardware
and software maintenance including required upgrades

To design and oversee implementation
of data security systems along the network and
facilitate a system of data back-ups.

Tasks:
- The officer
will support strategic development, design and
maintenance of a sound network in the MOHSW by

To determine

parameters and specifications relevant for optimal
operation at the Ministry of Health and Social Welfare
2.
To develop
systems and soft ware programme necessary for smooth
operations at the MOHSW but not readily available in the
market.
3.
To ensure that
programs used in the MOHSW meet user requirements by
conducting requirements analysis and services testing to
match customer needs to products.
4.
To provide
operational support to MOHSW departments in monitoring
systems performance, ensuring successful backups and
disaster recovery strategy
Tasks:
- The officer
will support the development, acquisition and use of
appropriate and technically optimal software and
computer programmes in all the departments of the MOHSW
by performing the following key tasks:
