Mandate & Objectives
The role of the department of Social Welfare is to alleviate human suffering and facilitate the improvement of the quality of life for marginalized groups and to enable these groups to participate optimally in their personal and community socio-economic development initiatives. The department of Social Welfare is responsible for coordinating all the social welfare services in the country, particularly the development national policies for care of vulnerable children and orphans, disability as well as coordinating and providing technical advice to development of legislation and guidelines for implementation of these policies. Monitoring of the implementation of the national social welfare strategic plan is an important function of this department hence one of the key responsibilities is to provide supervision to the district level and to monitor the work of other partners such as orphanages.

Social Welfare has two Units the one that provides general social services such as counseling and the rehabilitation unit which oversees the needs of disabled persons. Both units advocate strongly for the rights of the vulnerable groups associated with the department and are responsible for building capacity at the community level for ensuring optimal access of services at this level.
The Department is also responsible for collaborating with NGO’s that provide similar services and other sector that have a stake in the implementation of key welfare policies. These sector include law enforcement, police; justice for child protection and women abuse, the National University of Lesotho for the production of social workers as well as works and public transport in consideration of the needs of disabled persons in the in the public arena. The main challenges facing the department include severe shortage of staff given the increasing demand for services, particularly for orphans and other psychosocial support services.
