Mandate & Objectives
Laboratory services are a key component of diagnosis, treatment and control of various health conditions including tuberculosis, HIV/AIDS and screening for cervical cancer. The mandate of this department is to provide diagnostic support for the medical doctors through the provision of rapid and reliable clinical, microbiological and haematological tests. Specific objective of the department include the provision of good quality diagnostic and preventive services, including tests for the prevention of mother to child transmission (PMTCT) programme, to provide supervision and support to district laboratories to develop and oversee implementation of the Blood transfusion policy and strategic plan. The laboratory undertakes three important functions in the overall treatment and care of patients: i) The clinical chemistry section undertakes monitoring and diagnosis of metabolic disorders; ii) the microbiology section screens for communicable and infectious diseases particularly for food handlers and issues prospective students/ employees with certification; iii) the haematology section undertakes blood tests including HIV tests and CD4 counts. iv) the blood transfusion section mobilises from the public and supplies blood to patients in need, while the cellular pathology section provides information on morphology of cells and tissues to determine abnormalities.

All the sections have experienced an increase in the volume of tests undertaken mainly because of the advent of HIV/AIDS, which requires continuous monitoring of blood counts, but also the diagnosis and control of the increasing prevalence of opportunistic diseases such as tuberculosis and sexually transmitted as well as non-communicable diseases such as diabetes, heart disease and cancer. The key challenges facing the department are demotivation of the public to donate blood which has led to insufficient supplies, inadequate staffing at all the levels, insufficient infrastructure for decentralisation of some services, such CD4 counts and the biggest challenge is the lack of space for the Laboratory department to operate efficiently and effectively.
