Mandate & Objectives
The central role of the Human resources department is to
develop human resources policies and oversee the human
resources management processes facilitating optimal use of
health workers especially. The department has developed a
database that is used to keep records of location of health
in post and those who are on training. Also in an effort to
streamline management systems for human resources in the
sector, including CHAL, the HR department facilitates
training of the HR cadre at the district level. One of the
key challenges for the next five years is the implementation
of the HR strategic plan to facilitate improved management
systems at all the levels of the health system and to ensure
that minimum staffing levels are attained for the effective
implementation of the district health package reform.
Specific objectives include strengthening of the HR
department and undertaking timely recruitment, deployment
and retention of staff. The HR department has also been
involved in initiative to implement workplace policies and
guidelines on HIV/AIDS
The HR department
works closely with the National Health Training College to
forecast the training needs to meet future demand for health
and social welfare services.
