Mandate & Objectives
The health planning and Statistics Department lays an
advisory role to the office of the Principal Secretary. The
department is pivotal to coordinating the planning and
budgeting processes in the Ministry and CHAL. The key
functions of this department are policy formulation and
evaluation, resource mobilisation. The department also
undertakes compilation of the sectoral capital budget in
consultation with all the relevant stakeholders; monitoring
and evaluation of the physical and financial performance of
sector programmes including the Health Sector Reform
Programme; coordination of donor support to the sector;
building partnerships with other service providers,
particularly leading the processes for developing a
memorandum of understanding between the Government of
Lesotho and CHAL; compilation and analysis of health
statistics and epidemiological data as well as maintenance
of a health information system. An important function of the
Department is to develop guidelines that will facilitate
decentralised planning, decentralised maintenance of the
health information system through routine collection and
analysis of key data, as well as guidelines for monitoring
and evaluation. Over and above these functions professionals
in the department provide training and supervision of the
districts/HSA management teams on planning, monitoring and
evaluation as well as use of the relevant data collection
tools and disease surveillance.
Linked to the
Health planning & Statistics department is the Project
Accounting Unit and the Procurement Unit. These units were
established under the Health Sector Reform Programme, mainly
to support execution of sound procurement and financial
management procedures for donor supported activities. Where
possible the two units provide technical support to
departments that carry out these two functions in the
Ministry. The Health VI Project coordinating unit, also
affiliated with the this department, was established oversee
implementation of the activities funded by the African
Development Bank to support
