Mandate & Objectives
The Accounts department is responsible for overseeing financial management practices within the entire Ministry and coordinating the recurrent budget formulation processes. The department undertakes procurement and disbursement activities for execution of the administration budget and coordinates compilation of the monthly recurrent budget expenditure reports and the capital expenditure report for submission to the Ministry of Finance & Development Planning. One of the key functions of this department is to provide support and supervision to all Accounts departments of the different programmes including the districts, to follow up on monthly reports and to ensure that all programmes adhere to the established rules and regulations governing the financial management practices in the public sector. This department forms the vital with the Ministry of finance & development Planning, for transactions such as requests for supplementary budgets, virements between programmes and between budget lines, negotiations for extraordinary budget requests, in effect the finance department is responsible for negotiating and facilitating adequate budget allocations from Finance. This department also liaises with the Project Accounting Unit which is responsible for overseeing execution of the donor funded capital budget, within the Health Planning and Statistics Unit.

The key challenge faced by the department is the severe shortage of qualified accounts personnel for distribution to all the programmes within the ministry. This shortage seriously impedes the ability of the department to ensure sound financial management practices and reliable reporting.
